But I didn't have any white toothpaste. I suppose blue would have worked but I was hung up on the foam being white. 
So, remembering another craft we did last year I mixed a small amount of white shaving cream with an approximately equal amount Elmer's glue. This makes a great "foam" that stays puffy after it dries! I'd show a pic but the battery is dead.
