I'm considering using grade 2 for both my 2nd and 4th grade child. How time consuming is it to teach in the upper grades? Which all books does HOD go through? Will my DD be behind if she finishes grade 8 using their grade 6 book?

We did R & S Level 4 last year half-speed with CTC. It took us maybe 15-20 minutes together, and another 5-10 minutes for Wyatt to finish on his own. We did about 2/3 of it orally or on markerboard with me writing, and he finished writing the rest. I started R & S Level 2 with my middle ds, and that took around 10-15 minutes to do. We did 2/3 of that orally as well. As long as you do a decent portion of it orally, it's extremely time efficient, while yet being academically effective. HOD has an overall goal of dc completing Level 6 by the end of Grade 8, as Levels 7 and 8 are high school credit worthy. So, your 4th grader should be just fine with that pacing. :D
