For an 8yo 3rd grader in Preparing... do you get the 'self study deluxe history package' or would that be considered an extension?

No that wouldn't be an extension. It's considered part of the package for a 3rd or 4th grader who can read well. Here is the blurb from the website:
Adding this package to the Economy Package provides daily independent reading assignments for your 3rd and 4th grade students in the area of history. Books correspond with the time period to enhance your child's study of history. The reading material is meant to be easy and short enough for the students to complete on their own. If you have a very advanced reader, you may want to use the Extension Package instead.
We're looking forward to doing this package this fall. We'll I should say that I'm looking forward to my dc doing it. They haven't seen it yet. I've been thinking about doing the activities myself over the summer because they look like so much fun! :D

We used it for my ds when he did PHFHG back in third grade - such good reading - very living books! :D It was also excellent training for my ds before CTC, as in CTC he did all of his history reading. PHFHG's self-study deluxe books he read independently, paired with the history spine being read by me, were a good stepping stone to CTC. :D
