math advice

i have a 6th grader who has always struggled with math--she had needed eye vision therapy which put her behind in math and she has never caught up. in fact, she JUST finished learning multiplication/division facts. We've been using Teaching Textbooks but are running into problems--the sprial is just not for her. She needs concentrated time on each concept and she then does well. i though maybe we could finish the teaching textbook 6 but it is confuses her-now we are into fractions. She tried singapore back in 2nd grade and didin't do well. She is not wanting to do math u see and i really don't have the money to spend right now. i have considered singapore again since she will be starting RTR next week but she would be "so far behind"-like 3B or 4A. My last thought was the key to ..... series. anyone have any advice? (i also have an old oak meadow 6th math curriculum) Would love to hear if anyone has had success switching over to singapore this late--6th grade.
