You're right, the Mayflower didn't arrive until 1620, but 13 years before that Jamestown was settled in what is current day Virginia. It was the first permanent English settlement in the New World. It's 400th anniversary was celebrated in 2007--Queen Elizabeth was on hand to commemorate the day.

From Wikipedia:
Quebec City was founded in 1608 by Samuel de Champlain. Some other towns were founded before, most famously Tadoussac in 1604 which still exists today, but Quebec was the first to be meant as a permanent settlement and not a simple trade post. Over time, it became the capital of French Canada and all of New France.
Hope that helps!
