Can A Kid Who is bad at Math go to college?

I am wondering if my son (13), who has overcome many mild learning issues can possibly handle college. Math is the main issue with which I am concerned at this point. He has overcome dysgraphia and writes well. He does have a hard time understanding and analyzing poetry. But in math, he does not know his basic multiplication facts and can't seem to learn them by any means. As he progresses through math, I am very concerned that he just won't be able to do advanced math. factoring, fractions, decimals, etc.
I was no math genius, but I was able to score high enough on my composite ACT to get into a great private college and graduate with honors. But I had to take 2 stats classes, and I struggled through those.
Can he go to college if he is severely math challenged?
