Emergent readers or DITHOR level 2?

My almost 9yo just finished level 3 of All About Reading. I'm not sure if I should move her into the ERs or DITHOR 2 book pack. I don't think I can link to other curriculum, but you can see samples of the last book she read on their website.
Any advice on which to choose?

Do you have access to any of the ER books? Could you get her to read those to you, even not following the guide till you know where she's at, until she starts to slow down and find a bit of challenge, then start there (using the guide)? If she makes it through most (or all) of them no problem then it would be an easy choice to start with Level 2.
(Not being really familiar -yet- with the ERs or Level 2 books I won't give more advice than that, lol. I have one in the middle of the ERs but stopped to do a supplementary program since she's 10 but not reading well and another just finishing 100 Easy Lessons & planning to move on to the ERs after that so maybe by then you can give me advice!)
Blessings,

Can you check out a few of the books from the library and see where she fits? I looked at the AAR reading, and I am not sure how to compare it to the ERs. My daughter is on the Nature Reader, and that book looks harder than the first few books after the Bibles in the ER series. But, I don't know if it is harder than what she is reading now (or just read before it like First Flight). So maybe start in the middle of the ERs and move as fast as is comfortable before starting DITHOR? I would see what books you can get from the library for Wagon Wheels through THe Courage of Sarah Noble.

I own both sets.
I *want* her to be in DITHOR level 2. She's already almost 9. Reading has been such a struggle. IDK if putting her in ER would hold her back when she's ready to move forward or if it would be best so she could gain more confidence?
She picked out 'Storm Fox' as the first one she wanted to read from Level 2. I guess we could try it. Or start part way into ER. Gah! So confused:/

Is she ready for the work in DITHOR? I know some families will use the ER books for DITHOR too as a way to gently start DITHOR with older children that are delayed in reading. So you could do a few ER books as a couple genres and then do the rest with L2 DITHOR books.

That might work. Is there a list anywhere saying what genre the ER books are?

If you go to the HOD book shop (link that the top of hte main HOD page), you can search by genre. The many of the ER books are included in that.

I spent a lot of time going through the ER and level 2 book packs and their reading levels. It looks like she's right around the low 3's from what I know she can read. So, I organized them by genre with the lowest levels. She wanted Stone Fox first, which was 3.5 and the book to go with it was in the 4's. So I swapped out Animal Advenure from ER for her to start with. It's 2.8. She did great! I'm hoping the move to real books instead of phonetic readers will help her.
