choosing dictation level

How do you go about choosing a level? I think I have her too low. She was in the middle of 3 but they are easy for her.

You try to find the level where they are having to redo no more than 1 or at the most 2 passages a week and they only have to redo it once before getting it right. Does that make sense? If she is never having to redo a passage or rarely having to redo one then move further up in the level and try it for a week. Make sure they are getting all punctuation and spelling correct and remembering to indent without you reminding them.
