What's the purpose of extension packs?

I'm curious. Are the extension packs so that we can teach a child AND his older sibling in the same manual? Or are the extension packs just to give an older sibling reading material to encourage interest in the theme?
Why wouldn't the older sibling use his or her own manual?
I'm just wondering what's appropriate?

Extension packs are for the older students (students outside of the age range of the manual) that you want to COMBINE with the student doing the guide. The older student would only do the extension pack IF he were completing the same manual. In this way, if parents want to keep their kiddos in the same guide, they can.
For another example, my ds is on the upper age range of the guide & does the extensions because he is ready for a little more challenge. In the beginning, we placed him lower than necessary to get him used to HOD's approach. Once we felt he was doing well and needed a bit more challenge, we added the additional study materials. So, he completes the regular part of the guide & the extensions.
