DITHOR workbook level

For the DITHOR program how do you choose what level workbook to put a student in? I see level 3 has books at the reading level higher than 3rd grade so I am thinking the levels do not correspond to grade levels. I want to keep the books at a comfortable and enjoyable reading level for my son. He is 4th grade and reads tons of books and comprehends well. Not sure if I should use the workbook 2/3 or 4/5.... Thoughts?

I should edit that post above to say he will be in 4th grade next year when we do DITHOR. I was thinking of doing the 2/3 workbook with him and using the level 3 books. Also, I will have a just turned 7 year old when we begin this I was thinking of doing level 2 books with her. She has read most of the magic tree house books and American girl series by herself and is able to tell me about them so I think this would be a good fit. Thoughts?
