Red States are state with high regulation for homeschoolers as seen here: http://www.hslda.org/laws/
I live in PA which is a red state and we need to file a letter of intent, keep track of days or hours, turn in a portfolio each year which has a letter from an official evaluator and the kids need to be tested in grades 3,5 and 9.
