But, you've gotten some wise insight here already, and have some good things to consider. It really sounds to me like she is right on the borderline and could really do either PHFHG or CTC. Since she is relatively new to CM skills, it may be wise to start with PHFHG. This would also give her a year to grow into more independence and practice using the PHFHG guide. Or, on the flipside, you could start CTC and maybe ease into it, doing it half-speed for a few weeks or a month, with the intent to focus on getting her used to CM skills and also familiarize her with the guide to build her independence. I guess I'd strongly weigh how able she would be to read the history spines of CTC, as the left side of the plans hinge on this, and it is meant to be independent. Either choice is a good one here! 
Both PHFHG and CTC are excellent programs, and I really think it just depends on your goals for dd - whether you'd like a year to focus in on learning CM and independence by doing PHFHG, or whether you'd like to hold her hand a bit first with CTC in the hopes that then she'd take off with that.
