CTC - Jashub's Journal Question

For those who are doing/have done Jashub's Journal in CTC, my daughter and I are stuck on one of the questions.

For the Ethanim Bible Study where the law says that it is not allowed to charge interest to a poor person, the question is "How does this law teach responsibility on the part of the person?"

We are not sure how this helps a poor person. It seems to us more like it would encourage them to borrow more.

What ideas did your children have?
