I would pull the test after the time limit and grade it. Then I would give him an opportunity to take the test the next day with only awarding 1/2 points for the remaining problems. I would count the grades. This is high school and credits. He wouldn't get the 3 hour window and he won't in college. ...

These are the credits that we would use in our state. We do not need economics at all and only have to cover US History from 1877 to present day for 1 US History Credit. If you have access to a native speaker, I would have her start trying to talk with them conversationally if they will. Whether they speak English or not doesn't matter.
